[Policy Information] Interpretation of the High-end Intelligent Remanufacturing Action Plan (2018-2020)

In order to implement the "Made in China 2025", "Industrial Green Development Plan (2016-2020)" and "Green Manufacturing Engineering Implementation Guide (2016-2020)", accelerate the development of high-end remanufacturing and intelligent remanufacturing (hereinafter referred to as high-end intelligent remanufacturing), and further improve the technical management level of mechanical and electrical products remanufacturing and the quality of industrial development, To promote the formation of green development methods and achieve green growth, the Ministry of Industry and Information Technology has formulated the "High-end Intelligent Remanufacturing Action Plan (2018-2020)" (hereinafter referred to as the "Plan"). The relevant contents of the Plan are interpreted as follows:
Question 1: In what context is the Plan formulated?
A: There are huge quantities of mechanical and electrical products in China, and remanufacturing is one of the best forms of resource utilization of scrapped and old mechanical and electrical products. The Ministry of Industry and Information Technology actively cultivates the development of the remanufacturing industry, and since 2009, it has organized and carried out the work of pilot demonstration, product identification, technology promotion, and standard formulation of the remanufacturing of mechanical and electrical products, gradually deepening the concept and understanding of the industry's development of remanufacturing, standardizing remanufacturing production, and guiding remanufacturing consumption. At present, China's remanufacturing industry has begun to take shape, and has initially formed a remanufacturing industry development model with Chinese characteristics with size recovery and performance improvement as the main technical characteristics.
In the development process of the remanufacturing industry, high-end and intelligent production practices continue to emerge, and additive technologies such as laser cladding and 3D printing are widely used in the field of remanufacturing. For example, the PLA 5719 factory has cumulatively remanufactured more than 40,000 aero engine blades, which have been safely flown for 330,000 hours on more than 1,000 engines. Its remanufacturing production also actively interacts with new product design and manufacturing, which has played a significant role in promoting technological progress. Baoshan Iron and Steel applied additive remanufacturing technology such as laser cladding to carry out on-site remanufacturing of damaged rolled steel frame arch. The service life of the functional surface of the arch was extended by about 10 times. The material used was only 0.1‰ of the original machine weight, and the remanufacturing price was only 2‰ of the purchase of new products. Baoshan Iron and Steel invested in laser remanufacturing costs of about 30 million yuan, direct economic benefits of 300 million yuan, indirect economic benefits have exceeded 1 billion yuan. In addition, the first remanufacturing shield machine in China has been safely out of the hole after completing the first section of the excavation task, and the quality, performance, reliability and energy saving effect of the remanufacturing shield machine are widely praised. The 12th Institute of China Electronics has also made positive progress in the research and development and application of remanufacturing technology for critical parts of medical imaging equipment. The new development trend in these remanufacturing fields presents a common feature, that is, focusing on key equipment with an important strategic role and huge economic driving potential, with high technical content, high reliability requirements, and high added value as the core characteristics, while improving the level of energy conservation and resource recycling, it can feed back the design and manufacturing of new products, and promote the breakthrough of cutting-edge equipment technology.
Academician Xu Binshi and his team, the main advocate and pioneer of China's remanufacturing field, and Academician Gao Jinji and his team, an expert in equipment diagnosis engineering, have also done a lot of analysis and research, and believe that further focusing on high-end intelligent remanufacturing and in-service remanufacturing is in line with the development direction of the remanufacturing industry, and meets the realistic needs of China's high-end intelligent equipment manufacturing and operation and maintenance. It will help improve the operation support capacity of major strategic equipment, further advance supply-side structural reform, help enterprises reduce costs and increase efficiency, and promote green growth.
Question 2: What is the process of preparing the Plan?
A: In the process of preparing the Plan, the following work was mainly carried out: First, the assessment of industrial development. From March to June 2017, research institutions, industry associations and key enterprises were organized to conduct a comprehensive assessment of the development of the remanufacturing industry, summarize the achievements of the industrial development, deeply analyze the problems restricting the industrial development, and analyze the opportunities and challenges facing the industrial development. Second, we will carry out special research. On the basis of the preliminary assessment, from June to July 2017, the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology organized relevant experts to conduct a survey of 29 remanufacturing enterprises and some remanufacturing industry clusters in Henan, Shaanxi, Anhui, Hunan, Shanghai and other places to understand the development status of the remanufacturing industry in various places. Listened to the opinions and suggestions of the local industrial authorities on promoting the development of the remanufacturing industry, convened the industry backbone enterprises and relevant experts to hold a symposium, and conducted exchanges and discussions on promoting the healthy and sustainable development of the remanufacturing industry. Third, the organization of documentation. On the basis of the above work, the draft of the "Plan" was drafted and completed, and several expert discussions were organized, and the opinions of relevant departments and bureaus within the Ministry and relevant industry associations were solicited, and on the basis of fully absorbing the opinions of all aspects, the draft of the "Plan" was formed for approval.
Question 3: What are the overall ideas and objectives of the Plan?
The working idea of the Plan is:  Focus on the remanufacturing of key parts such as shield machine, aero engine and gas turbine, medical imaging equipment, heavy machine tools and oil and gas field equipment, as well as the application of green basic common technologies such as additive manufacturing, special materials, intelligent processing and non-destructive testing in the field of remanufacturing, and promote the research and development, application and industrialization of key process technology and equipment for high-end intelligent remanufacturing. Promote the formation of an effective feedback interaction mechanism between remanufacturing production and new product design and manufacturing, improve the industrial collaborative development system, strengthen the construction of standards development and evaluation mechanisms, explore a new development model of high-end intelligent remanufacturing industry, and promote the continuous development and growth of the remanufacturing industry.
The goal established by the Guiding Opinions is that by 2020, a number of key common technologies such as dismantling, testing and forming processing that restrict the development of high-end intelligent remanufacturing in China will be broken through, and intelligent testing and forming processing technologies will reach the international advanced level; Released 50 high-end intelligent remanufacturing management, technology, equipment and evaluation standards; Establish a marketization mechanism for the application of remanufactured products that can be copied and promoted; Promote the establishment of 100 high-end intelligent remanufacturing demonstration enterprises, technology research and development centers, service enterprises, information service platforms, industrial agglomeration areas, etc., and drive the scale of China's remanufacturing industry to reach 200 billion yuan.
Q4: What tasks does the Plan propose for the development of high-end intelligent remanufacturing industry? How will these tasks be implemented?
A: The plan puts forward eight tasks, including strengthening the innovation and industrial application of high-end intelligent remanufacturing key technologies, promoting the research and development and industrial application of intelligent remanufacturing equipment, implementing high-end intelligent remanufacturing demonstration projects, improving the collaborative system of high-end intelligent remanufacturing industry, accelerating the development of high-end intelligent remanufacturing standards, and exploring new mechanisms for the promotion and application of high-end intelligent remanufacturing products. Build a high-end intelligent remanufacturing industry network information platform, and build a new model of high-end intelligent remanufacturing financial services.
In the work practice, through the formulation of action plans, the organization of local governments, industry associations, key enterprises, research institutions, etc. to carry out research cooperation and pilot demonstration around the common goal, has a very positive effect on promoting the development of specific industries. In October 2013, in order to promote the scale and standardized development of the internal combustion engine remanufacturing industry, and promote the formation of a circular production mode and consumption mode of the internal combustion engine industry, the Ministry of Industry and Information Technology issued the "Internal Combustion Engine Remanufacturing Promotion Plan". Organize the China Internal Combustion Engine Industry Association and 40 units to carry out joint research and cooperation on key common issues in the development of the internal combustion engine remanufacturing industry, implement key internal combustion engine remanufacturing projects, improve the technical equipment level and industrialization capacity of internal combustion engine remanufacturing, and achieve remarkable results in promoting the scale, standardization and marketization of the internal combustion engine remanufacturing industry. As of 2016, the internal combustion engine remanufacturing industry has an annual production capacity of more than 350,000 remanufacturing machines, 550,000 superchargers, 3.5 million generators, starters, and more than 1 million water pumps, fuel pumps, and oil pumps, and the market awareness of internal combustion engine remanufacturing products has been improved.
In order to implement the "Plan" and accelerate the development of high-end intelligent remanufacturing industry, the next step will be to organize relevant localities, industry associations, enterprises, scientific research institutes and other relevant parties to accelerate the common technology innovation and industrial application of high-end intelligent remanufacturing, establish high-end intelligent remanufacturing demonstration projects, and explore the establishment of a better and faster model to promote the development of high-end intelligent remanufacturing industry. Focus on key points, division of labor and cooperation, accelerate innovation, joint research, classified guidance, demonstration and guidance, and promote the standardized development of the remanufacturing industry and continue to grow.
In order to promote the implementation of the eight tasks proposed in the Plan, the Plan proposes four safeguard measures. First, make full use of green manufacturing, technical transformation and green credit to support high-end intelligent remanufacturing technology and equipment research and development and industrialization promotion and application. The second is to standardize the industrial development by carrying out the identification of remanufactured products and establishing and improving the remanufacturing standard system. The third is to promote and strengthen international exchanges and cooperation in the field of high-end intelligent remanufacturing, encourage high-end intelligent remanufacturing enterprises to "go out" and serve the industrial green development of countries along the "Belt and Road". The fourth is to promote the establishment of a policy environment conducive to the development of high-end intelligent remanufacturing industry, promote the formation of a pattern of government, industry, university and research funds to jointly promote the "Plan", and enhance the social and industrial influence of the implementation of the action plan.
